RESOLUTION OF THE GREAT RIVERS-2013 FORUM SCIENTIFIC CONGRESS GREAT RIVERS BASINS IN CONDITIONS OF GLOBAL ENVIRONMENTAL CHANGES.

ENSURING SAFETY AND INNOVATIVE DEVELOPMENT OF THE REGIONS The participants of the forum, taking into account priorities of the State policy in the field of ecological development of the Russian Federation up to 2030, the Decree of the President of the Russian Federation About the Year of environment protection in the Russian Federation in 2013, the UN and UNESCO strategies, including the UNESCO medium-term activities for 2008-2013, the UN declared International Decade for Action Water for Life (2005-2015) and Education for Sustainable Development (2005-2014), International Decade for Biodiversity (2011-2020), International Decade for the Rapprochement of Cultures (2013-2022), and UN International Year of water cooperation, underlining special importance to ensure sustainable, ecologically safe and energy effective innovative development under conditions of climate global change, highly evaluating the contensive part of the scientific congress of the forum, its presentational part and discussion block have decided:

In view of the priorities of the State policy in the field of environment protection, to recognize the special importance of water resources protection and rational use as a key strategic component of the sustainable socio-economic development of the Russian Federation.

In view of the current global climate change, state of the environment and trends of the world economic development, to consider the innovational model of the Russian Federation development the only alternative, which having been realized on the federal and regional levels would facilitate transition to sustainable, ecologically safe development.

To support the principal of priority of education as the basis of the civilization practical transition to the sustainable development.

To recognize the necessity of improving efficiency of the system of advanced training of managers and ecologists of enterprises and organizations, as well as officials of executive and legislative power of the subjects of the Russian Federation and local authorities on ecological safety and environment quality management.

To consider it necessary to organize training of the managers of the executive power of the regional and local level on ecological safety and environment quality management.

To recommend to make provisions for including traditional national specialties into the practice-oriented Master courses (applied Master courses) organized on the basis of Bachelor courses during defining structural and conceptual aspects of development of professional education stipulated by the Law About education in the Russian Federation.

To consider training of engineers in water management, industrial and domestic waste treatment, and in other important fields of ecological safety a first-priority task.

To consider it expedient to attract more actively the scientific potential of Russian universities for solving problems of ecological safety and energy efficiency, assessment of risks caused by natural and technogenic processes and phenomena, as well as for working out innovative methods and technologies facilitating transition to the sustainable development. Realization of the above on the basis of the developed platforms will permit to improve the quality of education of specialists in the fields of engineering sciences and management.

To underline the necessity of making the process of development of normative documents, specifying interaction of scientific, educational and industrial entities in the Russian Federation, more active.

In view of the considerable damages caused by dangerous geologic processes (DGP) to the countrys economy, which threaten the life of population, to recommend to the territorial bodies of executive power to form organizational structures possessing functions of developming DGP monitoring programmes, planning and implementing negative impact preventive measures, and provide sufficient financing for the above bodies. To underline the necessity of constructing research grounds to study dangerous geologic processes.

To underline the necessity of correction and strict control for the implementation of the provisions of the Water Code of RF adjusted to the national interests, as well as the importance of systematic fulfillment of the countrys Water Strategy, being the basis of the water complex management, aimed at its sustainable development, including protection of water bodies and nature complexes of river basins.

For the purpose of improvement of the financing system of nature protection measures to address to the Government of the Russian Federation with a suggestion to reestablish target ecological funds and issue a law about compulsory ecological insurance.

To underline the necessity to complete the work on and accept a Federal law regarding protected natural territories (PNT) by the State Duma of the Federal Assembly of the Russian Federation, that will give a clear definition of a Biosphere reserve as a PNT of special category that meet UNESCO recommendations, and provide for the conditions of creation and functioning of its three zones (core area, buffer zone, area of cooperation).

Taking into consideration a complicated ecological situation in the Volga basin, to ask the Government of RF in 2013 to study suggestions on development and implementation of ecological innovations and modernization of existing technologies to ensure sustainable development of the Volga basin. With participation of all stakeholders, including biosphere reserves, UNESCO Chairs, regional branches of the Russian Geographic Society and RAS institutes, universities and scientific production associations, to prepare a road map of implementation of the strategy of preservation and rehabilitation of biological, water, fishery and landscape-recreational potential of the Volga basin. Then, after required approvals, to consider it expedient to send this document to the UNESCO Secretariat, Intergovernmental platforms on biodiversity and ecological system services, and Global Ecological Fund as an application for an international project.


Recognizing successful implementation of the Live Volga programme launched by the UNESCO office in Moscow in collaboration with the Coca-Cola HBC Eurasia company and realization of the Earth Charter principles in the Republic of Tatarstan on every level of education, to recommend the Civic Chamber of the State Duma of the Federal Assembly of the Russian Federation to discuss the obtained results with a prospect of their application in all regions of the Volga basin. For this purpose to establish a Coordinating centre for sustainable development of the Volga basin at the Civic Chamber.

To underline the importance of forming a uniform system of management in the field of energy safety and efficiency of the Russian economy that ensures effective interaction of the scientific community, executive power, legal entities and population.

To consider domestic solid waste treatment the most important ecological, sanitary epidemiologic and socio-economic task the solution of which is one of the priority directions ensuring sustainable development of the territories. Special attention should be paid to the establishment of efficient systems of collection and treatment of wastes containing hazardous matters, as well as formation of normative-legislative base on waste disposal, treatment and recycling.

When making final decision on the Cheboksary reservoir water level issue, expert opinions, results of public hearings held in 2012-2013, outcomes of the interregional scientific conference Problems of the Cheboksary reservoir that took place on April 4-5, 2013 in the RAS Institute of applied physics should be taken into account, which justify inadmissibility of reservoir water level raising. In view of this, it is important to support the position of the Governments of the Nizhny Novgorod region and Republic of Mari El and appeal to the President and Government of the Russian Federation with a request to leave the Cheboksary reservoir water on the existing level of 63 m.

To underline that to receive reliable and prompt information about the condition and pollution of the environment in the regions not equipped with stationary observation stations, it is necessary to conduct complex researches using modern measuring tools and technologies. To recommend the experience of Roshydromet in organizing ecological marathons in the Nizhny Novgorod region for application in the subjects of the Russian Federation to gain information about the condition and pollution of the environment, to draw attention of the executive power and subjects of the Russian Federation to most urgent ecological problems for finding ways of their solution.

To consider it necessary to develop and approve methodical recommendations on monitoring of beds and watersides of water bodies by the Ministry of natural resources and ecology of the Russian Federation.

To support the Roshydromets initiative to hold the VII All-Russian hydrological congress in 2013 and to address to all stakeholders in the fields of hydrology, water industry and neighbouring areas to participate in it.

To underline special importance of establishing geoinformation systems of different thematic orientation to increase efficiency of the analysis of spatially distributed data, as well as necessity to use remote sensing methods in a wider way for solving tasks of national economy.

To consider it necessary to re-establish structures of engineering protection of urban territories and waterside protection as important functional elements in the system of management of urban and riverside territories guaranteeing safety of population and life supporting facilities, communications and infrastructure.

To support the initiative of establishing and developing a network of youth ecological monitoring of the nature ecological condition in urban and rural areas, which should also be considered an efficient method of youth ecological education and instrument of realization of the right for truthful information about the quality environment.

To recognize the cluster approach to the organization of transport-logistic complexes in the basins of great rivers the most efficient for the development of transport systems of the regions having access to the inland waterways.

To underline that protection of cultural and historic heritage is the most important aspect of the river basin territories management from the standpoint of their sustainable development. Therefore, development and implementation of socio-economic and technological programmes, projects and events of all levels must include scientifically justified measures ensuring protection of cultural and historic environment.

To underline the necessity to observe closely conditions and regulations set for protection zones of cultural heritage and historic territories, as well as to liven up the development of projects on cultural heritage protection zones.

Taking into account the fact that Nizhny Novgorod still possesses unique wooden constructions reflecting the individuality of an ancient merchant city, to offer the State and municipal bodies to develop a corresponding conception of a system of management of repair and restoration works providing them with necessary financing.

To recommend the Department of State protection of cultural heritage to react in a proper way to the decisions of the Investment and Town-planning Councils of the Nizhny Novgorod region infringing the established conditions and regulations of cultural heritage protection.

To recommend the Governments of the subjects of the Russian Federation to include sanitary condition of small rivers into the criteria of evaluation of local executive bodies activities.

To support the initiative of the All-Russia non-governmental organization Russian geographic society to participate annually in the International scientific and industrial forum Great Rivers in the form of an individual section Russian geographic society an innovation platform for a dialogue of science, education and power in the interest of the sustainable development of territories and address to all stakeholders in the field of science, education, executive and legislative power, business to take an active part in its work.

To underline the necessity to hold public hearings with participation of representatives of the city and local administrations, NGOs, scientists and experts when working out projects on tourism development within the frameworks of the regional tourist cluster.

To continue the work on drawing the regional tourist cluster in Russian and foreign programmes (including educational programmes).

To recognize the importance of interaction of the International community in preservation and development of handicraft as national cultural assets of people in the world.

To support the suggestion to establish an International association Handicraft with accreditation in Nizhny Novgorod and to give Nizhny Novgorod the status of the Capital of Handicraft of Russia.
