Экономическая реалия – всякое экономическое явление и его результат, свойственные быту и пове дениям экономических субъектов в реальной действительности в данный период времени, предс тающий как срокообразующий ресурс, и в определённом экономическом пространстве. Экономи ческие реалии всегда, везде и всюду фигурируют в дробеобразном виде. В роли делимого дроби выступает материальный носитель характерного признака материальной реалии, фигурирующей в числителе данной дробеобразной экономической реалии, а в роли делителя – материальный носи тель характерного признака материальной реалии, фигурирующей в знаменателе данной дробеоб разной экономической реалии. Последний выполняет функцию определителя удельной величины материального носителя характерного признака материальной реалии, фигурирующей в числите ле данной дробеобразной экономической реалии.

Экономическая роль – экономическая функция, выполняемая в формировании или развитии эконо мических реалий.

Экономическая саморегуляция – самоупорядочение, нормализация каких-либо экономических функций экономического субъекта по отношению к внешней экономической среде как путём от ветных реакций на изменения этой среды, так путем её инъецирований без допущения экономи ческих паралогизмов.

Экономическая ситуация – совокупность экономических условий и обстоятельств, создающих те или иные экономические отношения.

Экономическая функция государственного правления (управления, образующего русло надле жащего регулирования) в условиях нормализованной смешанной рыночной экономики – дея тельность органов государственной власти, реализуемая государственными деятелями (правите лями) путем вдумчивого изучения и осмысления аналитической информации о состоянии экономи ческих реалий по периодам времени, которую должны готовить экономисты-аналитики (-исследо ватели), вооруженные методологей познания качеств реалий смешанной рыночной экономики, с Георгий Папава. Методология познания качеств реалий 320 смешанной рыночной экономики и паралогизмы целью направлять развитие экономики данной страны в позитивное русло функционирования. Она достигается путём такого рационального сочетания государственного управления («видимой руки»

правительства) макроэкономической средой и государственного регулирования («невидимой ру ки» правительства) экономических реакций экономических субъектов на комбинированные воз действия экономической макро- и микросреды, которое обеспечивает пресечение в корне возмож ностей порождения негативных поведений экономических субъектов, а также получение дополни тельного (синергического) прироста экономической отдачи данного периода времени как срокооб разующего ресурса в масштабе страны за счёт достижения высокой степени «полифонической»

(см. Экономическая полифония) организованности её экономики и соблюдение при этом равнове сия экономического и социального развития страны.

Экономическая функция менеджмента фирмы – правление (управление, образующее русло надле жащего регулирования) ходом процесса функционирования и развития экономики фирмы, которое должно осуществляться посредством рыночной ориентации. Иными словами, это правление тех нологией формирования экономики фирмы, осуществляемое менеджерами путем вдумчивого изу чения и осмысления аналитической информации о состоянии экономических реалий по периодам времени, которую должны готовить экономисты-аналитики (-исследователи), вооруженные мето дологией познания качеств экономических реалий в области экономических акций, реакций и их со вокупности в виде экономических ситуаций в условиях смешанной рыночной экономики.

В настоящее время назрела потребность в формировании такой специальности, как «менедж мент экономики фирмы», а не просто «менеджмент фирмы».

Экономическая функция предпринимательства – распорядительство собственным и привлечён ным капиталом с целью его непрерывного наращивания, которое должно осуществляться предпри нимателями путем вдумчивого изучения и осмысления аналитической информации о состоянии экономических реалий по периодам времени, которую должны готовить экономисты-аналитики ( исследователи), вооруженные методологией познания качеств реалий смешанной рыночной эконо мики, гарантируя тем самым успех капиталовложений.

Углублённое осмысление практики предпринимательства требует концентрации внимания на следующих факторах:

1. готовность предпринимателей к разумному риску;

2. инновационность;

3. личностные качества предпринимателя, именно, умение читать и осмысливать информацию о результатах непрерывного по периодам времени познания качеств экономических реалий, приобре тённое путем овладения периоданто-генетических образом экономического мышления общей тео рией предпринимательства, и способность реагировать на изменения социально-экономических си туаций;

4. распорядительский аспект действий предпринимателя, осуществляемых на основе аналити ческого осмысления социально-экономических ситуаций.

Экономические блага – совокупность материальных и духовных ценностей, которые производятся и реализуются в виде товаров и услуг, удовлетворяющих как производственные потребности, так и материальные и духовные потребности человека.

Экономический автоматизм экономического субъекта – инициативное поведение самостоятель ного экономического субъекта, обусловленное его навыками и привычками, которые подкреплены способностью к адекватному умозрительному видению, вызываемое собственной потребностью в ответ на ситуации, возникающие во внешней экономической среде, в виде реакций на изменения среды или её инъецирований.

Экономический мультианализ – экономический анализ генетического участия экономических муль тиоператоров в совместном формировании ими прироста (убыли) экономической отдачи данного периода времени как срокообразующего ресурса.

Экономический мультиоператор (мультиоператор в экономике) – экономическая реалия, осу ществляющая мультиоперацию преобразования исходной экономической реалии (экономического операнда) в новую экономическую реалию (экономический образ) в данный период времени, расс матриваемый как срокообразующий ресурс.

Глоссарий Экономический образ (образ в экономике) – экономическая реалия, которая получается в результа те преобразования в данный период времени, предстающий как срокообразующий ресурс, исход ной экономической реалии (экономического операнда) под воздействием другой экономической реалии (экономического мультиоператора) или других экономических реалий (экономических мультиоператоров).

Экономический объект в условиях смешанной рыночной экономики – экономическая единица или их совокупность, представленная отдельными людьми или их группами и сообществами (нап ример, фирмой, компанией, акционерным обществом, регионом, государством и т.п.), которые рассматриваются с точки зрения их подверженности воздействиям либо внешней среды, либо пра вительства в пределах, допускаемых законом.

Экономический операнд (операнд в экономике) – исходная экономическая реалия, подвергающая ся в данный период времени, предстающий как срокообразующий ресурс, воздействию других эко номических реалий (экономических мультиоператоров), в результате чего формируется новая эко номическая реалия (экономический образ).

Экономический паралогизм – (от греческого) непреднамеренная ошибка, допускаемая из-за неспо собности учесть всю полноту логики естественного становления реалий смешанной рыночной эко номики, которая приводит к ошибочным умозаключениям, а значит, и к ложным правленческим ре шениям.

Экономический периодант – период времени как срокообразующий ресурс, являющийся носителем отдачи экономических реалий, т.е. период времени, фиксирующий своими «рамками» результаты экономических реалий как события формирования экономической отдачи.

Экономический периодант производственной фирмы – период времени как срокообразующий ре сурс, являющийся носителем экономической отдачи процесса генетической производственно-мар кетинговой трансформации производственных ресурсов в фактический объём продаж продукции (т.е. в экономические блага) и процесса генетической производственно-маркетинговой трансфор мации издержек производства в балансовую прибыль данной производственной фирмы.

Экономический субъект (агент) в условиях смешанной рыночной экономики –экономическая единица или их совокупность, представленная отдельными людьми или их группами и сообщества ми (например, фирмой, компанией, акционерным обществом, регионом, государством и т.п.), кото рые рассматриваются с точки зрения самостоятельности их функционирования, а именно, самос тоятельности в деле правления формированием своих экономик.

Эмерджентные свойства в экономике – свойства экономической реалии, возникающие в процессе ее взаимоотношений с внешней средой в виде формируемых ими экономических ролей.

Эффективность позиционирования экономики фирмы – эффективность выбора экономикой фир мы позиции во внешней среде среди возможных сегментов рынка с учётом диверсификации, а так же обнаружения или формирования экономикой фирмы нового рынка как новой позиции с точки зрения привлекательности этих позиций в смысле повышения дохода фирмы. При этом, занимая новую позицию, нужно учитывать создание новых целевых потребителей и разработку соответст вующих мер для более успешного осуществления комплекса маркетинга.

Эффективность функционирования экономики фирмы – совокупность операционной эффектив ности экономики данной фирмы и эффективности её позиционирования как результат экономии расходов и возрастания доходов, выступающих в роли факторов роста экономической отдачи перио да времени как срокообразующего ресурса, т.е. роста отдачи экономического периоданта фирмы.

Эффективность вообще (экономическая эффективность) – свойство, приводящее к нужным ре зультатам. Экономическая эффективность – результативность издержек (прибыль, рентабельность, отдача и т.п.).

Эффектность вообще (социальная эффектность) – свойство, производящее сильное впечатление.

Социальная эффектность – привлекательность социального положения.

функционирования, исключая и предупреждая негативные поведения экономических субъектов и утверждая и укореняя их позитивные поведения.

Формирование юридико-экономического законодательства и определение ареала его действия должно опираться на аналитические данные, получаемые в результате применения методологии познания качеств реалий смешанной рыночной экономики, а значит, принимать во внимание поло жение, согласно которому в процессе непрерывного по периодам времени нормального социально экономического развития страны то, что вчера выполняло позитивную роль, сегодня может выпол нять негативную роль, или наоборот.

THE METHODOLOGY OF QUALITY COGNITION OF MIXED MARKET ECONOMY REALIA AND PARALOGISMS by George Papava Summary The suggested methodology of quality cognition of economic realia (be it in the economy of a company, region, or country) is directed toward immediate thorough conceptual perception of economic reality in order to make sound economic decisions. The purpose of this methodology is to avert economic paralogisms while making state governing, entrepreneurial, and managerial decisions in a mixed market economy, i.e. to avert unpremeditated mistakes in comprehending the logic of the natural formation of mixed market economy realia leading to erroneous conclusions and false state governing, entrepreneurial, and managerial decisions. It is presented as the methodology of a thorough profound conceptual vision of integral systems of interrelations between astronomically determined natural time periods acting as a term-forming resource and the genetic organized nature of forming economic realia in a mixed market economy.

The numerous economic paralogisms committed when making state governing decisions distort the socially sound (normal) formation of economic realia and lead to the abnormal deve lopment of a mixed market economy in a given country. The behavior of statesmen (governors) unable to properly carry out economic functions with respect to the entity they govern and of economists who occupy certain state posts that do not correspond to their particular sphere of specialization can be described as an economic paralogism. Hence, they are unwittingly com pelled to make seemingly correct arbitrary governing decisions, thereby performing their duties rather poorly. This occurs because statesmen (governors) are not equipped with profound know ledge for fulfilling the economic functions of state governing, as they have no idea about the methodology of quality cognition of mixed market economy realia and do not even acquire any analytical information about the results of the use of this methodology, which must be drawn up by corresponding specialists and economist-analysts (it should be noted that even if they ac quire such information, without the proper knowledge and skills they would be unable to use it to elaborate the corresponding measures for each time period). In addition, the above-mentioned economists do not have the particular field of specialization required for the state post they oc cupy. At the same time it should be noted that economic paralogisms are committed even by economists occupying the relevant state posts in their particular field of specialization. But sin ce they are unable to use the above-mentioned methodology (for the simple reason that it did not exist until now), which needs to be applied continuously in time periods, weakness and lazi ness steal into their thinking to a greater or a lesser degree and give rise to economic paralo gisms. Such deficiencies in qualifications are often characteristic of personnel with primitive economic thinking, which qualitatively limits their practical activities. Advisers, consultants, statesmen (governors), and managers with such unqualified thinking cannot perceive complex economic reality properly, thereby showing their incompetence. Moreover, a seemingly correct undertaking or venture begun with out taking into account the real forces and conditions (because of weakness or laziness of intel lect, despite thorough cognition of the qualities of the newly formed economic realia) and coun ting on easy achievement of financial success is frequently leads to an economic paralogism.

This is extremely detrimental to the socioeconomic development of a country and even the world. Economic paralogisms clandestinely and artificially distort the socioeconomic develop ment of a democratic (and not only democratic) society. To avert such development of the so cioeconomic activity of a society the methodology of continuous cognition in terms of time pe riods of the qualities of mixed market economy realia should be introduced into the practice of carrying out the economic functions of state governing, management, and entrepreneurship in a mixed market economy.

The essential positions and conclusions of the present monograph are as follows:

I. The time periods determined by the Earth’s astronomical rotation around the Sun (one year) and around its axis (24 hours) and by the Moon’s rotation around the Earth (one month) essentially differ from the time intervals presented as the duration of a formation cycle of realia.

Astronomically determined time periods acting as a term-forming resource create natural limits, imperatively urging economic entities to achieve a high degree of organization of their econo mies. But the duration of a formation cycle of realia does not depend on astronomically deter mined time periods and has no imperative property requiring unconditional submission. In cont rast to the production cycle, the formation technology of any economy as an integral system of the genetic chain formation of economic realia is aimed at achieving a high level of its return, which is obtained in response to the lapse of astronomically determined natural time periods and presented as a term-forming resource. Accordingly, the formation technology of an econo my is fixed within the natural limits of these time periods. Hence, the final result of an econo mic entity’s economy is its return, the bearer of which is a given time period forming the re source of the term, which is qualified in our work as an economic periodant. Consequently, or ganized functioning of an economy is directed toward achieving a high degree of its organiza tion for the high level of return of an economic periodant. This is one of the most essential fea tures of the periodant-genetic way of economic thinking. Therefore, managing the organization of a company’s economy and governing the organization of a country’s or the world economy in a given economic periodant acquire special significance. These economies will be formed as integral (institutional) economic systems of the efficient formation of economic periodant re turns if they are aimed at achieving a high degree of organization, thereby eliminating their summativity.

II. The economies of companies are the basic economic realia forming the economy of a country, i.e. they are the economic ingredients which form the basis of the successful functio ning of the economy of a country and the world. To carry out genetically organized manage ment of a company’s economic system as an economic reality (based on the example of an in dustrial company) we have not only presented a genetically joined system of exponents of eco nomic (technical-economical and market) characteristics, but also introduced a concept of eco nomic multioperators instead of so-called factor-multipliers, thereby excluding the commutation of the latter. To normalize the functioning of the basis of a mixed market economy, i.e. to nor malize the functioning of the economies of companies in a mixed market economy, we have re searched and identified the periodant-genetic mechanism of multiorganization of the formation Георгий Папава. Hence, based on the example of an industrial company’s economy we have formed multisystems of the production-marketing transformation of economic resources into an actual volume of product sales (i.e. into merchandise) and of the production-marketing transformation of economic costs into profit. Both multisystems represent the pivots of multiformation of an industrial company’s economy. Here the second pivot acts as the financial source of the first one.

The monograph offered is an international innovation formulated as the result of many years of special research. Here for the first time:

1. The classification of a time interval according to types which distinguish an economic periodant from a time period and the duration of the formation cycle of a given reality is carried out;

2. The qualitatively determined periodant-genetic integral analytical-evaluative exponent systems of the chain-like formation of “triads” of economic realia47 are identified based on the example of an industrial company’s economy;

3. The natural mechanism of genetic multiformation of the return of a company’s econo mic system in a given time period acting as a term-forming resource is identified (this mecha nism serves as an irreproachably thorough descriptive, but not superficial descriptive or norma tive, method of determinate economic multianalysis which we call the Periodant Method for identifying the reserves (possibilities) for strengthening a company’s economic power, as well as the organization effect of the functioning of a company’s economy. We have also obtained corresponding formulae that measure the reserves (possibilities) for strengthening an industrial company’s economy, as well as its organization effect;

4. The mechanism of multimanagement of an industrial company’s economic system is built. Here the exponents of the technical-economical multioperator characteristics of a compa ny’s production system and the exponents of market multioperator characteristics binding this production system to the market environment are tools by means of which technical-organiza tional and marketing entrepreneurial and managerial measures and, correspondingly, the eco nomic function of entrepreneurship and company management are carried out in two contexts:

a) a genetic multioperator system of production-marketing transformation of economic resources into an actual volume of product sales (i.e. into merchandise) in a given economic periodant ser ving as a periodant-genetic qualitatively determined pivot of an industrial company’s economy;

b) a genetic multioperator system of production-marketing transformation of economic costs into profit in a given economic periodant serving as a periodant-genetic qualitatively determined source ensuring the vital activity of the above-mentioned pivot. Such a qualitative structure of both contexts of the formation of an industrial company’s economy is presented as a periodant genetic qualitatively determined technological route of system formation of a company’s economy multioperators. At the same time the quantitative filling of this route is variable.

The periodant-genetic approach can provide a company’s economy with a typical determi nate analytical-evaluative system of the exponents of economic multioperators characteristic of a given production branch, thereby identifying the corresponding exponents of the economic characteristics that act as the economic operand, economic multioperator, or economic trans form in the given economic system. Accordingly, specialists and economist-analysts will have no need to build analytical-evaluative economic systems of exponents every time they carry out an economic analysis of the given entity. In this case, instead of a summative system of exponents of so-cal led factor-multipliers, we will have an integral system of exponents of economic multioperators, which, without digressing from economic reality, excludes commutation. Thus, we find a cong ruity in the natural behavior of this integral economic multisystem. Without taking into conside ration the above-mentioned propositions our reflections and conclusions will be objectively groundless. As a result, the danger of forming economic paralogisms will emerge.

Hence the possibility of building analogous typical analytical-evaluative systems of expo nents and, correspondingly, formulae for a company’s economy in any other production branch (sector) as economic realia is proved on the foundation of the analytical-evaluative systems of exponents of the economic multioperators and corresponding formulae we offer based on the example of an industrial company’s economy.

III. The methodology of quality cognition of mixed market economy realia as a discipline about the integral system of methods and ways of cognizing the formation and transformation of economic reality qualities (properties) is presented as thorough (detailed) continuous econo mic research carried out in different situations and at different time periods by means of de scriptive consecutive conceptual subdivision and conceptual construction of economic realia, thereby gaining an insight into their immanent (basic and integrative) and emergent properties (qualities). At each stage of this research the relevant questions are posed and, correspondingly, answered by means of periodant-genetic and “polyphonic” ways of economic thinking suppor ted by the systemic methodology of scientific cognition and a pragmatic approach, with the aim of achieving accurate conceptual perception of mixed market economy reality, thereby greatly reducing or even completely averting economic paralogisms when executing the economic functions of state governing, management, and entrepreneurship. This methodology embodies methods of quality analysis, synthesis, and deduction and induction of economic realia and rep resents their intrinsic unity. The cognition of the qualities of economic realia is aimed at gaining profound conceptual insight into the essence of economic realia for making a proper diagnosis of their state and, correspondingly, determining the system of measures that normalizes their functioning.

Thus, governing and managerial decisions in a mixed market economy make a complete recovery from the “paralogism disease” by using the appropriate methodology of quality cogni tion of mixed market economy realia, which can ensure an unerring diagnosis of the latter.

IV. Three kinds of quality cognition of mixed market economy realia that avert economic paralogisms can be distinguished according to their expediency:

1. quality cognition of mixed market economy realia of a past time period to evaluate al ready formed economic conditions and circumstances;

2. quality cognition of mixed market economy realia of a current (present) time period to analytically detect the onset of economic reality with the aim of preparing an initial position for elaborating the proper governing and managerial measures leading to a new stage of development;

3. quality cognition of mixed market economy realia of a future time period to forecast the versions of their formation.

V. The periodant-genetic way of thinking in general is called on to improve conceptual modeling by means of thorough analytical perception and detection of the natural periodant genetic mechanism of functioning of realia (including economic realia), thus achieving the ar rangement (organization) of a conceptual model and making it comply with reality.

It should be taken into consideration that thorough descriptive conceptual perception of the interrelations among economic realia creates thorough descriptive imitative conceptual eco nomic models that adequately reproduce economic reality, whereas superficial descriptive (or normative) conceptual economic modeling creates descriptive imitative (or normative) concep tual economic models that perfunctorily copy economic reality. Thorough descriptive concep tual economic models as objective conceptual perceptions of economic reality can be formed by the periodant-genetic way of economic thinking, the source of which is profound conceptual cognition of the systems of the natural genetic processes taking place in economic reality of each time period presented as a term-forming resource.

VI. At present there is a widely propagated opinion, according to which an economy is a reality of only a variable and probable nature, without its determinate pivot. But we assume that an economy as a system cannot be entirely “washed away” by the variability and probability of the emergence of realia, causing uncertainty everywhere, as a man’s and society’s life as a whole is not free from the natural bounds of astronomically determined time periods, which are not variable and probable. The vital economic activity of a society cannot help but take into consideration the above-mentioned natural bounds which absolutely and determinately form the economies of economic entities in a mixed market economy. A time period urges economic en tities naturally and imperatively to engage in organized actions by bound functions, thereby be coming the factor that determinately organizes their economies and orienting the latter toward achieving better and greater results within a certain time period than their visible (explicit) and invisible (implicit) competitors.

Consequently, in this respect, on the basis of the above-mentioned natural property of or ganization, it is possible to detect the qualitatively determined pivots of the economies of eco nomic entities which represent the natural genetic chain formations of the economic realia of a given time period acting as a term-forming resource.

VII. In contrast to the “cause-effect” way of thinking in an economy, according to which two economic events take part in the genetic building of an economy (the first acts as the cause and the second as the effect), the periodant-genetic way of economic thinking regards the gene sis of an economy as the formation of at least three economic realia in a given time period pre sented as a term-forming resource. Here the first acts as an operand (as the object on which the operation of influence is carried out), the second acts as a multioperator performing a multiope ration for the transformation of an operand, and the third as a transform (as an effect). At the sa me time, at the beginning of the following step in the further genesis of the formation process, the latter (the transform) acts as an operand on which the new multioperator has an influence, and this multioperation results in the emergence of a new transform, etc. Finally, a chain-like qualitatively determined periodant-genetic system of “triads” of economic realia, i.e. a qualitati vely determined periodant-genetic pivot of the economy of a given institutionally joined inde pendent economic entity (a company, household, or organization) of a mixed market economy, is formed.

It should be remembered that besides qualitatively determined periodant-genetic pi vots of the economies of economic entities, there are qualitatively determined genetic chains of “triads” of economic realia (an economic operand economic multioperator, and economic trans form), the emergence and quantitative filling of which is variable and probable in the environ ment of the functioning of these economies.

Generally, the economic reality that acted as a transform in a previous time period can act as an operand in the given time period. Here variability embraces not only the quantitative filling of a given economic reality, but also the change in the roles they perform at different ti me periods and in different spaces.

IX. The indissoluble unity between quality analysis and synthesis of economic realia, i.e.

the unity between thorough conceptual subdivision (dismembering, decomposition) and concep tual construction (joining, combination) of the contents of economic realia as a whole, carried out with the aim of gaining a profound conceptual insight into their basic and integrative imma nent (inner) and emergent (emerging in different economic situations in interrelation with the environment) properties, should be regarded as a method of quality cognition of economic rea lia. This method excludes the “short circuits” in economic thinking48 that condition economic paralogisms when making economic decisions in a mixed market economy.

The analysis and synthesis of the qualities of mixed market economy realia as a method of conceptual subdivision of mixed market economy realia into qualitatively determined ingre dients and their conceptual joining into a whole is indivisible and is used in two directions:

1. during analysis of the qualities of an existing economic reality for synthesizing the qualities of a new economic reality which is put into practice by means of correspon ding governing and managerial measures in a mixed market economy;

2. during analysis of the qualities of an existing economic reality and their further synthesis into a whole for controlling correct conceptual cognition in a mixed market economy.

The unity between quality analysis and synthesis of mixed market economy realia is of great importance in scientific economic cognition if it is built on the basis of the periodant genetic way of economic thinking and the “polyphonic” approach at the level of the economy of a region, country, or the world.

The periodant-genetic conceptual subdivision of the qualities of mixed market economy realia into the chain of “triads” of economic realia (economic operand, economic multioperator, and economic transform) is inseparably bound to their periodant-genetic conceptual multisyn thesis, which provides sound cognition of the qualities of economic realia, i.e. excludes com mitting economic paralogisms and making erroneous governing and managerial decisions in a mixed market economy.

The basic objective of quality (property) cognition of mixed market economy realia car ried out on the basis of the periodant-genetic and “polyphonic” ways of economic thinking and supported by the systemic methodology of scientific cognition with respect to the pragmatic approach is to detect and avert economic paralogisms. On the whole, economic paralogisms da mage the economy of a country more than the additional costs required to carry out thorough “Short circuits” in economic thinking are the results of limited information and knowledge, which artifi cially oversimplify the comprehension of economic reality due to inadequacy (i.e. a limited conceptual out look in comprehending the logic of the formation of economic reality) and laziness of intellect.

This should be remembered when ma king economic decisions and implementing the corresponding measures for normalizing a mi xed market economy in order to achieve the high efficiency of an economy by absolutizing the social justice of a normalized mixed market economy. At the same time, we should not over look the amplification properties, since the amplification of a given economic paralogism can greatly increase economic losses and social defects.

X. The periodant-genetic and “polyphonic” ways of economic thinking provide economic entities with a conceptual analytical vision of the periodant-genetic and “polyphonic” organiza tion of a normalized mixed market economy, namely, with a conceptual vision of “polyphonic” joining of the periodant-genetic pivots of the economies of institutionally formed positively functioning independent economic entities into an integral (“polyphonically” institutional) so cially sound system of a country’s economy, thus contributing to the simultaneous achievement of both the financial power of individual economies and the state budget. A mixed market eco nomy, joined in such a way, will exclude summative admixtures and greatly diminish the possi bility of committing economic paralogisms.

It should be noted that at present no country in the world has yet to achieve the sound in tegral state (i.e. complete institutionalization) of a mixed market economy. The ways of econo mic thinking we offer are conducive to building an integral system for a normalized mixed mar ket economy retaining a natural positively functioning market mechanism of interrelations among economic entities.

It should be remembered that three kinds of systems can be observed in a country’s eco nomy:

1. an integral economic system (for example, the “polyphonic” joining of the periodant genetic economies of companies on a nationwide scale);

2. a summative economic system;

3. an integral-summative economic system.

An economic system is integral if it is formed by the intrinsic interaction of its ingre dients, i.e. if it is formed as a whole. An economic system is summative if it is formed by the mechanical set (sum) of its elements, i.e. if it is not formed as a whole. An economic system is integral-summative if it is formed by a mechanical (summative) blend of its integral and sum mative components or by a mechanical (summative) blend of its integral components.

The sources of formation of summative and integral-summative economic systems are al so paralogisms committed by statesmen (governors) when making socioeconomic decisions in a mixed market economy.

XI. It should be stressed that in the economy it is possible to transfer from a summative economic system to an integral one, and vice versa, from an integral economic system to a sum mative one. The first can be qualified as the systematization of an economy, and the second as the mechanization (desystematization) of an economy.

XII. The quality cognition of mixed market economy realia formed operatively and conti nuously in time periods cannot prevent economic paralogisms if it is not supported by perio dant-genetic and “polyphonic” ways of economic thinking. But the continuous accumulation of economic paralogisms in time periods digresses even from the long-term strategic way of nor The Methotology of Quality Cognition of Mixed Market Economy Realia and Paralogisms by George Papava Summary malized development of a mixed market economy in a given country. And in general a concep tual vision of the process of strategic socioeconomic development requires continuous quality cognition of mixed market economy realia in time periods. Otherwise, the strategy of socioeco nomic development will not work, and it will not be possible to carry out a synergic combina tion of directive and indicative ways of state governing aimed at the “polyphonic” integrity (ins titutionalization) of a completely normalized mixed market economy in a given country, inclu ding the following mechanisms and systems of state measures:

1. a chain-like anticorruption integral governing system of “special functionary cont racts;

” 2. effective juridical-economical legislation on the bankruptcy of entrepreneurs as owners and administrators of companies’ economies;

3. effective natural sound market imperatives;

4. a rationally maneuverable tax system;

5. an effective mechanism of rational alternation of privatization and nationalization pro cesses in companies’ economies;

6. effective state indicative planning;

7. a rationally maneuverable banking-credit system;

8. a mechanism for normalizing natural inflation.

It should be stressed that the effective joining (coordination) of a country’s independently functioning economies which create economic welfare into a whole integral microeconomy, thereby strengthening the financial power of a macroeconomy, is ensured by “economic polyp hony”, as the result of which the highest degree of institutionalization of a normalized mixed market economy of a given country is achieved in a given time period acting as a term-forming resource. A “polyphonic” government in a normalized mixed market economy is the state func tion of “conducting” (i.e. managing the macroeconomic environment, thereby regulating the economic functions of the economic entities of a given country) supported by the results of the use of the methodology of continuous quality cognition of mixed market economy realia in time periods.


XIII. It is impossible to achieve the highest degree of institutionalization of a normalized mixed market economy in a country without using the “polyphonic” mechanism, which coordi nates (joins) the periodant-genetic systems (pivots) of the economy formation of independent economic entities. Moreover, it is inexpedient to globalize (i.e. carry out global institutionaliza tion) of the world economy without using the general “polyphonic” mechanism for coordinating the functioning of the “polyphonically” formed independent mixed market economies of indivi dual countries. The institutionalization of each independently functioning economic entity as an ingredient of a microeconomy in itself will not be able to institutionalize (form the integrity) of a mixed market economy on a nationwide scale. To achieve this and at the same time not restrict the efficiency of the natural positive functioning of a market mechanism, a state should use the “polyphonic” mechanism for coordinating the functioning of the economies of indepen dent economic entities in a mixed market economy, in contrast to the directive unity (institutio nalization) of the so-called Soviet economy.

Thus, the “polyphonic” joining of a mixed market economy means its socially sound institutionalization on a nationwide scale. It should be stressed that a mixed market economy, Георгий Папава. This is proved by the negative elements and summative blend of institutional (integral) ingredients existing to a greater or lesser degree in all the mixed market economies of the countries of the world, especially in the countries with a growing mixed market economy. Such mixed market economies represent mechanical (summative) blends of the integral and summati ve components at the best, i.e. they are types of integral-summative economic systems. All the more so since “the successful functioning of a growing market economy (mixed market econo my – G.P.) depends more on institutional organization than on economic liberalization”49. In general, insufficient liberalization contributes to the flourishing of negative behaviors to just the same degree as positive ones, not only during the transition period from the so-called Soviet economy to an insufficiently normalized mixed market economy, but also in a non-normalized mixed market economy.

XIV. This work presents positions and mechanisms with the aim of properly orienting sta tesmen (governors) in state thinking based on the observation of people’s general interests, the making of correct socioeconomic decisions, and the implementation of corresponding state measures. The way of economic thinking we have formulated deserves in-depth study, assimila tion, and proper use in the normalization process of a country’s mixed market economy (i.e. in carrying out the economic function of state governing).

The profound conceptual quality cognition of the process of directing the periodant-gene tic pivots of the economies of economic entities into the channel of socially sound “polyphonic” institutionalization (integrity) formation of the mixed market economy in a given country must become the foundation of the above-mentioned economic function of state governing.

The objective of the methodology offered is to direct the economic thinking of statesmen (governors) functioning in the mixed market economy of a country into the channel of carrying out the economic function of state governing based on the periodant-genetic and “polyphonic” governing of economic entities’ economic automatism. Contemporary economic thinking, when carrying out the economic function of state governing, is not based on this structure of logic.

That is why there are many disordered, unorganized, and unregulated processes, operations, and procedures engendering economic paralogisms in this sphere of activity.

In a mixed market economy the shortage of statesmen (governors), entrepreneurs, and ma nagers capable of finding and effectively using the highly qualified minds of professionals of different economic profiles is due to their unwarranted (excessive) conceit in making correspon ding economic decisions, as well as to the fact that they have no idea about the methodology of quality cognition of mixed market economy realia and, correspondingly, are ignorant about the indispensability of assimilating and applying it when carrying out their economic functions.

Whereas the proper assimilation and use of the given methodology can avert the possibility of committing economic paralogisms and help to exclude the above-mentioned shortage at all le vels of governing, entrepreneurship, and management.

The economic thinking and practical effectual integral system of economic behaviors pre sented are not used in any country of the world. But we think that this system must become the basis of state governing, entrepreneurship, and management in all countries with a mixed mar ket economy, particularly in Georgia. The highly qualified minds of professionals of long-term strategic thinking, as well as of short-term strategic (operative-tactical) thinking, are indispensable in any mixed market econo mic system for its successful development. In the system of a mixed market economy the proper development of an economy of each economic entity requires minds armed with the methodo logy of continuous quality cognition of mixed market economy realia in time periods based on the periodant-genetic and “polyphonic” ways of economic thinking and thereby capable of fin ding and efficiently using the highly qualified minds of professionals of different economic pro files. Without the above-mentioned professionals it is impossible to minimize economic paralo gisms in a system of governing and managerial economic decisions.

Besides, it should be noted that whereas long-term strategic thinking requires a long time to mull over the alternatives of strategic socioeconomic development, identify the optimal ver sion among them, and elaborate a proper effectual (workable) mechanism for implementing the relevant strategy, short-term strategic (operative-tactical) tasks can be solved by becoming im mersed in operative activity. According to the nature of these two functions of state governing, they should not be commissioned to one statesmen (governor) or one state governing body. It would be more expedient to consign these functions to several different “state governing hands.” This is necessary lest the proper fulfillment of the operative-tactical function of state governing be thwarted by a drop in its normal rate (pace) and the proper fulfillment of the stra tegic function of state governing be upset due to excessive haste. The strategic function of state governing should not be undermined by a lack of time, since time is indispensable for cognizing the strategic depths of the possible socioeconomic development of a given country, constructing strategic alternatives of this development, choosing the optimal version of a given time period among the available alternatives, and elaborating a effectual (workable) mechanism for imple menting the chosen strategy. However, both of the above-mentioned functions of state gover ning, which perform essentially different roles, must represent ingredients of a single whole, i.e.

supplement each other. But they must be elaborated separately and then the mechanism of their joining determined, which will direct the operative-tactical measures into the channel of strate gic socioeconomic development based on the corresponding corrections.

In the economy of an industrial company each innovative measure and its financing will be carried out in vain if the economic entities do not acquire in-depth mastery of the entrepre neur style of thinking and behavior when carrying out their economic functions. This requires eliminating primitive thinking, giving up the predominant inclination toward a so-called “post factum” way of thinking and behavior, and averting economic paralogisms in entrepreneur deci sions supported by conceptual forecasting of the development of events. Hence, it is necessary to form and develop entrepreneur thinking and, correspondingly, the ability to profoundly and conceptually visualize reality and generate innovative ideas when carrying out economic func tions based on the relevant theory of entrepreneurship.

Mistakes made unintentionally when comprehending the logic of the natural formation of economic realia are “ambush” factors causing entrepreneurship bankruptcy in a company’s eco nomy. That is why it is necessary to acquire corresponding entrepreneur thinking and to de velop it by studying the relevant methodology of quality cognition of economic realia. In any Георгий Папава. But the entrepreneur should also have a sufficiently broad intellect.


Generally, we assume it is foolish to want to be successful in one’s practical activities and at the same time not improve one’s economic thinking by acquiring corresponding knowledge in the methodology of quality cognition of economic realia in order to properly carry out of one’s economic function. Refusing to do this, all other things being constant, can often lead to economic paralogisms in the corresponding field of one’s practical activities and thus result in bankruptcy.

It should be noted that economic functions must be carried out to various degrees by the representatives of different field of activities, namely:

1. the president of a country;

2. the ministers of a country;

3. statesmen (governors) of the executive and legislative power branches;

4. entrepreneurs and businessmen in any positive field;

5. the managers of any organization;

6. the top directors of any company;

7. economist-auditors and economist-analysts;

8. researchers in corresponding fields of an economy;

etc.

XV. The conceptual approach offered ensures that the formation of a mixed market eco nomy will be directed into the channel of socially sound behavior of economic entities, i.e. into the channel of normalizing market interrelations of economic entities. Namely, directing the interrelations between economic entities into a channel that observes the equilibrium between the economic efficiency of the functioning of the market mechanism and the attractiveness of the socially sound state of a society. The simultaneous achievement of social and economic progress should become a general indisputable fact. As a result, the economy of a given country will be presented as a socially sound, i.e. normalized, mixed market economic system.

XVI. The synergic mechanism of the directive-indicative way of state governing is a mec hanism of the highly organized and normalized joining of directive and indicative (not direc tive) state governing measures aimed at normalizing a mixed market economy in a country, which yields an additional (synergic) effect. Here the directive approach raises an insurmoun table barrier to the negative way of becoming rich, whereas the indicative approach gives the green light (impulse) to the socially fair acquisition of money (i.e. a positive way for economic entities to become rich).

XVII. The mechanism of state governing of economic entities’ behavior should be created on the basis of a rational combination of the “visible and invisible hands” of a country’s govern ment. “The visible hand” of the government represents the legislative limits creating a macro economic environment for economic entities, while “the invisible hand” of the government is the formation of a microeconomic environment created by the reaction of economic entities to the macroeconomic environment. As a result of activating such a mechanism of state governing, the economic automatism of economic entities will pursue socioeconomic progress.

XVIII. It should be remembered that the methodology of quality cognition of mixed mar ket economy realia must be supported by a systemic methodology of scientific cognition and a pragmatic approach. The aim of this cognition is to identify the conditions and causes that give rise to the economic environment, direct the behavior of economic entities into a specific chan nel, and investigate the natural mechanisms of this behavior for normalizing a mixed market economy.

The method of quality cognition of mixed market economy realia constitutes the insepa rable unity between quality analysis and synthesis of the given economic realia, which repre sents a descriptive conceptual method for gaining detailed and conceptual insight into the essen ce of economic realia, i.e. a profound thorough descriptive method for identifying the systemic congruities of an actual (or expected, prognosticated) mechanism for joining coordinated imma nent and emergent properties of economic realia.

A company manager as a hired professional should have sound comprehension of the for mation of the qualities (properties) of economic realia based on the methodology presented in order to successfully carry out the economic function of his company’s management.

To avert economic paralogisms when entering contracts, treaties, or bargains between economic entities (including between companies) in the system of a mixed market economy, each participant must rely on the results of profound thorough quality cognition of the economic realia within the company relating to the realia of the market environment which identify profi table positions for him.

XIX. Econometrics is a science designed to measure the dimensions of economic realia supported not only by their material determinations, but also by the identification of their basic immanent, derivative (integrative) immanent and emergent properties, and, correspondingly, the systemic congruities of their functioning engendered by the interrelations between these proper ties, i.e. it is a science presented as a mathematical expression of the above-mentioned descrip tion of the qualities (properties) of economic realia carried out by means of conceptual percep tion, study, and thorough descriptive modeling based on the methodology of quality cognition of economic realia. According to our approach, econometrics should represent an integral sys tem of the following sectors:

1. methodology of quality cognition of economic realia;

2. mathematics of the economy built using mathematical statistics;

3. operation research;

4. economic cybernetics.

At the same time, econometrics supported by the natural economic logic of the integral systemic formation of the exponents of economic characteristics should measure the dimensions and force of the mutual influence of the economic realia that engender not only quantitative, but also derivative qualitative changes, thus revealing the possible emergence of economic paralo gisms in order to eliminate them. The new approach offered also becomes the foundation for forming the first and the second sectors of econometrics, namely, the methodology of quality cognition of economic realia and the mathematics of the economy.

To normalize the mixed market economy of a country, a state must conduct an eco nomic policy that will form positive (not negative) sources of economic situations, i.e. that will cause such a cascade of actions and reactions of economic entities which will be formed in a so cially sound positive vein predetermined by their strategies. As a result, “the waves” of econo mic realia will be pushed toward enriching economic entities and society as a whole by encou raging behavior (actions and reactions) that creates economic welfare and at the same time exc ludes the possible formation of behavior that misappropriates this economic welfare. Making proper state governing decisions based on a conceptual vision of the formation of the qualities of an economic macro- and microenvironment in directing a country’s mixed market economy into the above-mentioned channel demands application of the methodology of quality cognition of mixed market economy realia supported by the periodant-genetic and “polyphonic” ways of economic thinking and use of the analytical information obtained to regulate situations. When the implementation of state governing measures does not regulate situations properly because of paralogisms, the use of the above-mentioned methodology should promote the identification of a mechanism for fully regulating these situations, but not deregulate them. Deregulation is cau sed by an underdeveloped and unqualified analytical ability to comprehend economic situations in order to identify sound ways to carry out appropriate measures that exclude the possibility of committing economic paralogisms. The latter is usually caused by the formation of such oppo sitely directed erroneously addressed economic actions and reactions (behavior) of economic entities which eventually hinder the progressive course of their positive functioning.

XXI. A truly democratic economy demands the protection of human rights along with the predominance of people’s interests. From this viewpoint the methodology of quality cognition of mixed market economy realia should be directed against the possible emergence of the “para logism epidemic” in socioeconomic governing decisions, namely, against economic actions that do not consider social reactions, which are as erroneous as social actions without taking into ac count economic reactions.

The equilibrium of social and economic realia development eliminates paralogisms in so cial and economic governing decisions. Consequently, equilibrium between the economic and social developments of a country should be observed, thereby averting economic paralogisms, i.e. not showing preference and, correspondingly, not giving priority to only one side of the so cioeconomic vital activity of a society.

Social justice is possible only in the event of complete normalization of a given mixed market economic system and, consequently, in the event of truly democratic organization of a society which is able to secure equilibrium between the development of the economy and the sound social state of society, thereby excluding the dictatorship of state officials who work per functorily and blindly follow directives without taking active part in cognizing the qualities of mixed market economy realia, and at the same time looking for possible loop-holes for undeser ved self-enrichment.

It should be taken into consideration that the so-called Soviet (non-market) economy, which excluded the natural mechanisms of market interrelations, destroyed the natural basis of proper stimulation of the activation of an economy. Namely, it squashed the motives (incenti ves) of private entrepreneurship and natural sound market imperatives. The latter could not ulti mately be substituted by general state entrepreneurship, which forced “economic entities” to fulfill corresponding tasks under directive compulsion, or by so-called “socialist emulations,” “the shock-worker movement,” and account and control over executing corresponding direc The Methotology of Quality Cognition of Mixed Market Economy Realia and Paralogisms by George Papava Summary tives. State economic policy was based on so-called “social egalitarianism” in the name of so cial justice. All of this has determined the essence of the paralogisms committed, which under mined the foundation of the natural growth process of the economy’s effectiveness. As a result, the directive economy could not economically compete with progressive countries that have a mixed market economy. This was one extreme which took place in the development of the so called Soviet economy of a country.

At present another extreme is being observed that exists to a greater or lesser degree in all countries with a mixed market economy. Here state economic policy is supported not by imme diate governing of the foundations of the economy (i.e. not by governing the economic automa tism of the country’s economic entities), by directing them into the channel of their positive functioning, but by carrying out measures of superficial “cosmetic corrections” of already exis ting negative phenomena. This is also the result of committing economic paralogisms. “Cosme tic correction” measures of social defects are engendered by the urgent need to eliminate the ne gative behavior of economic entities as functioning effects of a negative economic environment generated by the initial stage of the formation of a free (“wild”) market economy, and are still developing to some degree in modern civilized mixed market economies. Today, measures of “cosmetic corrections” (including measures of “financial social handouts”) have been increa sing in scope in the state economic policy of all countries of the world. Allowing negative beha vior to form among economic entities and then carrying out measures to clamp down on it is a paralogism when making socioeconomic governing decisions in a mixed market economy. Here paralogisms are manifested when measures prohibiting negative behavior and “social handouts” are carried out after allowing the possibility of widespread negative phenomena and “social ar bitrary rule” to alleviate the social state of economic entities. This is another extreme in the de velopment of modern mixed market economies of countries, when an increase in economic ef fectiveness is achieved under conditions of state negligence in the social question, which is en gendered in some cases by releasing statesmen’s (governors’) “brains” from intense profound thinking, i.e. by the laziness of their intellect. It is possible to overcome this extreme, first, by eliminating statesmen’s thinking from laziness and directing their activities into the proper channel on the basis of analytical data obtained as a result of applying the methodology of qua lity cognition of mixed market economy realia and, second, by organizing the social justice of a normalized mixed market economy from the very beginning and excluding so-called “social equalitarianism” between active and passive economic entities, while nipping any possibility of their enrichment in negative ways in the bud.

Thus, the Soviet economic system, when making a choice between increasing economic effectiveness and strengthening the socially sound state of a society, gave priority to the second, whereas a modern mixed market economic system gives priority to the first. In both cases a bia sed approach is observed in carrying out the economic function of state governing. This is a paralogism too.

A normalized mixed market economic system ensures simultaneous economic and social progress, i.e. economic growth with an increasing degree of social justice of this economic sys tem in each time period. The given economic system is formed by a “polyphonic” joining of the periodant-genetic economies of independent economic entities (companies) into an integral (institutional) economic system on a nationwide scale in order to strengthen the financial power of individual economies, as well as of the state budget (i.e. the economy of the country as a whole).

Методология познания качеств реалий 340 смешанной рыночной экономики и паралогизмы No one has taken it upon themselves to answer the following urgent question: what should the mixed market economy of a truly democratic country (namely, a democratically socially normalized mixed market economy) be like, i.e. what should a mixture of the natural market functioning mechanism of a country’s economy and state governing measures constitute? When we find the right answer to this question, we will be able to normalize market interrelations in a given country by excluding the possible engendering of negative phenomena in its economy.

Negative phenomena should include not only those cases when behavior that misappropriates economic welfare created by others is allowed, but also those cases when voluntary state mea sures are carried out that treat people like inanimate objects, thereby violating human rights in a truly democratic society (instead of activating the socially sound market mechanism of an eco nomy).

Eliminating the possibility of engendering these defects of mixed market economy func tioning will ensure a country’s painless, normalized, and progressive socioeconomic develop ment, i.e. the development of a socially sound, normalized mixed market economy that exclu des the possibility of disrupting the equilibrium between the social and economic requirements of the society of a given country.

Consequently, ways must be identified for resolving the above-mentioned problem with out committing paralogisms in the socioeconomic arrangement of a truly democratic society.

We assume that the advantage of the suggested concept of a normalized mixed market economic system over both above-mentioned economic systems (namely, a Soviet economy, on the one hand, and an insufficiently normalized mixed market economy engendering pseudo de mocratic admixtures, on the other) is indisputable, since a great reduction in paralogisms when making governing, entrepreneurial and managerial economic decisions is ensured in the ratio nally and socially normalized economic environment of a mixed market economy.

This is proved by the possibility of punctual highly organized management of the forma tion of a company’s periodant-genetic economy based on applying the Periodant Method of Economic Analysis, thereby contributing to the “polyphonic” joining of these independently functioning economies of the whole country, carried out by the rational functioning of a maneu verable tax system built on the basis of a “polyphonic” tax state strategy. The latter is based on the use of economically expedient mobile (descending and ascending) scales of tax rates, which promotes the financial strengthening of the economies of a country’s economic entities, thereby ensuring the financial power of the state budget. As a result, a given state achieves economic and political independence of its development, i.e. independence in realizing its state economic, social, commercial, and financial interests, as well as the interests of cultural development and of raising the quality of education and science in the country.

This way makes it possible to form a normalized mixed market economy, which excludes “social equalitarianism,” on the one hand, and state negligence in solving the social question, on the other.

A normalized mixed market economy represents the integral system of a natural market mechanism and state juridical and juridical-economic rules and regulations which form the so cially sound economic environment of positive “polyphonically” joined interrelations (beha vior) of economic entities. Here the possible formation of a negative environment engendering such negative phenomena as the functionary dictates of misappropriations of economic welfare, various financial machinations, and so on, is nipped in the bud. Even tually socially fair differentiation of the welfare of a mixed market economy’s economic entities will be achieved, which will avert poverty. Such a state is achieved by means of entrepreneurial and labor services in the process of creating economic welfare, and the final results of the eco nomy are estimated by means of natural sound market imperatives.
